What is this? This is a small plug-in LED light made by Gardlov. It is a 9.5-watt bulb that fits into a normal lamp socket.

What's happening? The light has a dangerous flaw. The metal part of the bulb can become live with electricity. If you touch it while it is plugged in, you could get a shock.
